Perhaps. Of course, this is just a theory.
In the Toy Story movies, we get glimpses of a seemingly BLoSC-contradictory Buzz Lightyear universe. In the original, Deluded!Buzz details a plot that is, essentially, Star Wars: A New Hope. He and the back of his package also make no mention of any of his partners- neither Warp nor Team Lightyear- or side-villains. Similarly, in Toy Story 2, Zurg is rather contradictory. In the Buzz Lightyear video game shown, he owns a MUCH different base, has a different voice, and is much more serious. Similarly, the toy Zurg is a rather obvious parody of Darth Vader, down to supposedly being Buzz's father.
How, you may ask, does this fit into BLoSC?
I propose a simple meta-canonical answer. The problems are quite similar to those that plague other toy-related fiction from the 80's into the mid nineties- For example, in the G1 cartoon of the Transformers, Grimlock was a primitive idiot, while in the comics, he was a competent military commander. He-Man and The Masters of the Universe similarly had comics and fiction on the packages that didn't reconcile with each other or the cartoons, as did GI Joe.
My answer?
The cartoon, back of the toy packages of Buzz and Zurg, and video game exist to sell toys and they had different writers working off of basic outlines for them. As such, they are only in very loose continuity with each other- only the consistent elements are neccesarily true in each canon.
It makes sense of why Toy Story 1 and 2 have these differences, without necessarily negating all of them.
