Name: Artemis Capella
Age: 28
Species/Nationality: Aquarian
Good or evil?: Hard to tell. While she has no sense of justice, is considered an infamous thief (she is the interstellar 'Bonnie'), and tries to steal whatever she can get her hands on, she has never been seen actually hurting anybody. Her genuinely friendly smile, the slightly goofy attitude she gets sometimes, and her complete technological incompetence make it hard to label her 'Evil'.
Physical Description/Appearance: Artemis has an average to slender build, pale skin, celadon green eyes, and white hair despite her young age. Her hair is held up in back, except two long strands that hang down front. What stands out about her the most just from a first glance would be her hips, or rather the large fins that are attached to them. They are long, extending to just below her knees, white and slightly ruffled with a few black splotches towards the bottom. (Think koi) It is often confused with being part of a skirt (not to mention difficult to buy pants) and she prefers that people don't touch them.

Personality: Artemis is very outgoing and unpredictable, with a curious nature and a tendency to bend the rules. If something is there, and she doesn't know what it is, she'll most likely do whatever she can to figure it out until she gets bored with it. Having been sheltered most of her life, she has very much to learn, but little patience. She likes going to Rhizome a lot and the yoga has helped calm her down a little.
History: Artemis and her brother were raised on the lost planet of Aquarius, a planet that is 90% water. Most cities are built completely below the water, and some are completely above land. The capital city Persei was built half below the water and half above. It is considered a 'lost planet', due to the fact that it is surrounded by wormholes that spit any ship passing through far away from the planet. Only a specific series of wormholes lead directly to it, and the only people that know how to get to and from Aquarius are the pilots of delivery ships that import and export goods. The people are therefore very sheltered, closeminded and don't usually approve of outsiders. They only have enough technology to sustain life on the planet and refuse to use it for anything else, therefore nearly all the citizens are technologically incompetent.
They are skilled in the arts, and most of their treasure comes from elegant fabrics and beautiful paintings that sell high on the outside market. They believe in strength from within, and therefore defend themselves with the elements. Aquarians can either control fire, water, earth, or air, and they all live in peace with one another. Well, for the most part, but no species is perfect. The greatest treasure of the planet is the Aquarian Amythest, passed down and guarded by the royal family for centuries. It is about the size of a golf ball, but can greatly enhance the elemental control of the user.
Which brings us to where we are in recent history. Artemis had the bright idea of taking it one day and was undoubtedly caught. During her trial, she insisted that she merely wanted to borrow it and see how it worked. However, once the judge explained its powers and significance to the entire planet, she blurted out "Oh...then yeah I would have definitely stolen it." and was immediately sentenced to be exiled from the planet. Abilities: Water manipulation, speed, agility, flexibility. Powers are strongest during a full moon.
Fighting style: Defend and counter. She has very little to no strength, so she instead leads her enemies around and continues to defend until they tire out. When they are weak enough, then she switches to the offensive.
Specific weaknesses not mentioned below: Afraid of doctors and medical facilities to the point of being phobic. She went once after leaving her home planet, and became so traumatized by all the strange machines poking her all over the place that she never went back. She will cry, scream, and fight to the point of passing out just to stay away from them.
Her powers are also slightly weakened during the day.

Good or evil?: Leans more towards evil. He is the interstellar 'Clyde', and the brains of the operation. He, like his sister, does not want to see anyone get hurt, however, he will not let anything get in his way.
Physical Description/Appearance: Apollo also has the same build, that is, average to slim, as his sister. He also has the same pale skin and celadon eyes, however his hair is a fiery orange, that's spiked up and short. He also sports a pair of fins from the hips, but they are drastically shorter, spiked, and orange. *Note: No matter what element an Aquarian has control of, they all have fins to easily move about in the water that nearly all the planet is covered in. Females have longer, flowing fins, and males have short and spiked. If long distances underwater are required for traveling, Aquarians posses the ability to transform their fins around their legs and become merpeople.

Apollo learned that he was the only one in his family that leaned towards fire, and patiently gained control of his ability. His power was rare, but there were more fire controllers above the surface of the water and he made friends easily with not only his own element, but others as well. *Note: Aquarians do not have specific boundaries or believe that one element is stronger than the other. Since they do not have any interaction with outside worlds, their only enemies are monsters on their own planet.
After slapping his forehead at his sister's trial and comforting his distraught parents, he promised them that he would go with her to make sure she stays out of as little trouble as possible. That of course, was only a story to keep his parents from worrying. He signed the contract that stated he could never return to Aquarius and bid his friends and family goodbye to seek adventure with his sister. They were dropped off on Trade World, and that's where they live currently. He sold off some Aquarian jewels he 'borrowed' from his mother so that they could live comfortably. He enjoys planning and plotting heists just as much as Artemis enjoys executing them.
Abilities: Fire Manipulation. Powers are strongest during high noon or when he has the most exposure to the sun. When he is on his homeworld he usually has a disadvantage. Nearly all the cities are underwater and he is unable to use his fire, however his natural defenses allow him to make a quick retreat underwater if he needs to. At this point he has learned basic piloting skills on delivery ships, and has taken apart a few plasma guns and learned how they worked as well. He still does not know how to operate most machinery.
Fighting style: Attack ASAP. He might not be known for lifting heavy things or having huge muscles, but he packs a lot of power into his punches. He's not nearly as quick or agile as his sister, so he tries to take his enemies out before they get away.
Specific weaknesses not mentioned below: He is addicted to gambling. While he is usually calm and collected, he loses it once he hits the casino and usually loses every dime he "earned". He is aware of his problem and avoids the casinos as much as he can.
He also does not like it when his 'manliness' comes into question. To him it is like being called a coward, and he will do any stupid thing to make his point that just because his twin is a girl, doesn't make him one.
His powers are slightly weakened at night.

How it all fits in with SC: It was a sunny and peaceful day long before the infamous trial. Artemis had wandered off (again) because she had to know what was behind the giant red "Do not cross!" signs in the fenced off underwater forbidden zone. To this day she swears that the signs had fine print that said she couldn't cross on Thursdays and therefore didn't break any rules. It was just so small that normal people couldn't see it, you know.
Either way, she was promptly swallowed whole by a sea monster. After she had been missing for several hours, Apollo went out to look for her and eventually figured out what happened. Luckily, sea monsters take a long time to digest and he ran off to get help. The Aquarian police refused to go in that area, it was forbidden and closed off for a reason. After exhausting every resource he could think of, he hijacked a delivery ship and forced the pilot to send out a distress call. The closest ship nearby belonged to space ranger Warp Darkmatter (who was still a ranger at the time), who didn't really care to battle a giant sea monster until Apollo promised to pay him a large sum of money in exchange for rescuing his sister.
After seeking out the one sea monster in the huge pack that had a bad case of indigestion, and defeating it rather easily, Warp retrieved Artemis and increased his good guy reputation for his disguise. Apollo then told Artemis to pay the man with her sapphire necklace. After several minutes of whining and crying and "It's a family heirloom! It's huge and worth a lot of money!....Exactly!" Artemis finally gave up her treasure to Warp, still muttering that it wasn't fair since she weakened the monster for him. He took the jewel and left, not figuring out until later that he was on a legendary lost planet. He spent a while smacking his head.
Apollo was tried for hijacking the delivery ship, but found innocent because his reasons were deemed noble. The Aquarian government also passed a law that Star Command personnel are welcome anytime, however they will need an Aquarian escort to guide them to the planet.

**Extra notes about their powers: So the driving force behind the power to control water/fire/etc lies within their chi, (or aura as the Rhizomians call it) and how they can manipulate it to interact with their element outside of the body. Since this energy is almost as external as it is internal, it is possible to sense when one of them is nearby.
However, an Aquarian's aura differs between them like stripes on a zebra. The longer someone spends near the Aquarian, they can start tuning in to their distinct energy signature. The closer the bond is, the stronger it gets. Friends are able to sense when they are within a small radius (depending on the level of friendship), whereas family or those romantically involved can sense a much further distance. Apollo's bond with his sister is so strong that he can tell whether or not she is on the same planet as him.
Weaknesses: The twins were born during a total solar eclipse. Thus, both of their powers become useless during an eclipse, solar or lunar. They also cannot use their powers on their birthday, or when they are in physical contact. (He draws his power from the sun, and hers from the moon. When they are touching they are creating an eclipse and canceling out each other.)
*As stated before, they can wrap their fins around their legs for easy swimming. They can also control what stage the transformation is in for convenience. Example: Artemis can stop the transformation before her legs and feet merge. This makes it easier to wear more skintight clothing for sneaking around in air-vents, however her legs become scaly.

So yeah, constructive criticism welcomed and probably necessary. There's a lot of information so I hope I tied everything in right. Please point out holes and stuff. ^.^ And by the way, I was making a reference to the lost city of Atlantis and borrowed some stuff from avatar (Elemental control). I wanted to see how it would work in this futuristic world.
Edit: Changed the ages a bit, people around the BloSC universe are a little older so I pushed them closer to 30 instead of 20. It matches Apollo's maturity level a little more, but Artemis will still act like a big kid for the most part.
